Inevitably situations will arisethat are not specifically covered by
these C.O.P. it is expected that in such circumstances any decision taken will
reflect the spirit of these conditions and embody the ideals of fair play and
good sportsmanship supported by good common sense.
1.In all cases these Bowls Central Coast ZONE 15 Conditions of Play
shall be read in conjunction with the 2010 RNSWBA Conditions of Play.
2.CONTROL:
The Pennant Competition
shall be under the control of the BCC/ZONE 15 Inc.Match Committee, in conjunction with the
State Match Committee.Match Committee
shall have the power to enquire into all disputes.In the event of any member of the Match
Committee being also a member of the Disputant Club/s he will withdraw from the
committee for the time being.
3.CONDITIONS OF ENTRY
FOR PENNANTS:
(a)A Club may enter more than one side in any
grade, but are not compelled to, except as required by RNSWBA C.O.P. 4.15 (a)
through (d) ( Elevation of Clubs )
(b)Entrance fees for all Pennants shall be
determined annually by the Zone Executive.
(c)Pennant entries from Clubs shall indicate the
number of rinks available for Pennant play.
4.WITHDRAWALS
FORFEITS - CLUB OBLIGATION:
If a side is withdrawn
from the Pennant Competition, before the start it shall be the lowest grade
entered.If a side is withdrawn without
satisfactory explanation the Penalty shall be a fine not exceeding six hundred
dollars ($600.00) and/or refusal of entry in a subsequent competition at the
discretion of the Zone Match Committee.
(a)Pennant
matches will be played on consecutive Saturdays or at the discretion of Zone 15
Match Committee.
(b)Any
deferred games due to dispensation from the RNSWBA will be scheduled for the
next available Sunday, unless directed otherwise by the Zone 15 Match Committee
(c) Matches
not commenced due to inclement weather, shall be replayed on the following
Sunday week, trial ends at 9.10am, play to commence 9.30amIf in the event that the proposed replayed
match is washed out, then the Match shall be replayed at the end of all
sectional play, if time allows. Should time not allow this match to be played,
the match shall be declared a tie and each Club awarded three (3) points each.
(d)A minimum of 54 ends shall
constitute a completed game. If less than 54 ends are completed the game shall
be continued to the completion of 63 ends, on
the following Sundayweek, and
played at the same Venue, trial ends at 9.10am, play to commence 9.30am.
(e)Should any green be unplayable
the Zone 15 Match Committee will
nominate where the match shall be played.
(f)A two hundred dollar ($200.00)
fine may be imposed on any Club not attending a Venue and not playing in any
Match of the Pennant Competition.
5.INTERUPTION
TO PLAY:
(a)A Side Manager or
appointed Venue Club representative shall have the right to appeal to the
Umpire to have a match stopped due to inclement weather, bad light, or any
other justifiable cause. After the Side Manager consults with the three Skips,
if the Skips are divided, the Side Manager shall have the Final decision.
(b)The Umpire shall
consult with the Controlling Body in relation to the resumption of play.
6.INCLEMENT
WEATHER:
(a)A
decision as to whether a game will be played shall not be decided before 8.00am
for morning matches.Afternoon matches,
the decision to play shall not be decided before11.00am, by the Venue
Club.If the decision is there will be
no play on any day with a pm start, Venue Clubs must advise the Zone 15 Chairman of Match
Committee and the opposition club, by 11.15am.
(b)Only the Zone 15 Match
Committee has the power to postpone play, in the event of inclement weather or
doubtful start of play; phone the Zone 15 Chairman of Match Committee on 43424912,
or fax 43424810, or phone mobile 0414424912. Should the Zone 15 Match Committee
postpone all Pennant matches for one round. Official announcement will be made
by Email to Clubs and notification will be posted on the home page of the
B.C.C. website. A Pennant ResultForm
shall be completed, listing the side and manager, then forwarded to either the
Chairman of Match Committee on fax 43424810 or Zone Recorders on either fax
numbers, 43323687 – 43331614 – 43424810, Which ever is applicable to your club.
(c)Should inclement weather, or
any other circumstance/s prevent the start of the Match and the Visiting Side
fails to proceed to the Venue at which the Match is to be played, the Venue
Club shall fax a Pennant Result Form, marked “match not commenced”,
(d)Players listed in
washed out matches prior to the last match of the first round will be eligible
to play in that washed out match, when it is played at a later date.
7.GREEN
FEES:
All Pennant Players are
to pay the appropriate green fees, to their own Club, and those fees shall be retained
by that Club.Visiting Sides DO NOT pay Green fees to the Venue Club.
8.Pennant
Starting Time:
Refer RNSWBA Conditions of play 4.7 Timetable
(a)The Side Managers shall be at the Venue Club
not less than forty minutes before starting time of the event. The side
managers shall advise the Controlling Body of the draw and allocation of rinks
not less than thirty (30) Minutes before the starting time of the event. Trial
ends shall commence not later than twenty (20) minutes before starting time of
the event.Trial ends to commence 12.40pm match to commence 1.00pm.
(b)Late arrivals

9. PRACTICE:
BCC/ZONE 15 Clubs are
advised that, RNSWBA 2010 Conditions of Play, Section 4.7 B. PRACTICE“SHALL
NOT APPLY TO ZONE 15 PENNANTS”Members
of the Home Club who are engaged in a Pennant Match at their Club must not
practice on any of their greens within one hour (1 hour) prior to the Scheduled
Commencement of play. This also applies to visiting Sides.
10. ATTIRE:
Dress guidelines for
Association Events as laid down by the RNSWBA are very precise and caution
should be taken in reading and abiding by; Clause 8. Attire of the RNSWBA “By-
Laws” dated 28th May 2009.
11. UMPIRES:
(a)Each Club shall announce the name of the
Umpire/s on duty prior to the start of the match and shall include the Umpire/s
name/s on the Pennant Result Form.
(b)Umpires from the CCDWBA, may be appointed to
Association Events if required.
(c)Each Venue shall announce the controlling body
representative before the commencement of play.
12. MATCH RESULTS:
(a)One (1) only, Pennant Result Form is required for
each round.This Result Form is to be
provided by the home side,with
the home
teams entered on the left side of the form.
(b)Both Side Managers
shall be responsible for the completion of the result form, showing
the correct initials,surnames and registration no. of
each player and manager in block letters.
(c)Venue Club Official MUST fax/Email the Pennant Result Form to Chairman of Zone
Match on 43424810, or Zone Recorders on fax numbers, 43323687 -43331614
-43424810, which ever is applicable to your Club. Result Forms MUST be faxed by 6.00pm on the
day of the Match.
(d)The playing of any
unregistered, Ineligible Player or Grading infringement will result in the
forfeiture of the Match and maximum points awarded to their opponents. Refer to
RNSWBA 2010 “Conditions of Play”, Clause
4.26. Penalty for Pennant Infringements.
(e)Any variation of
the Initials or Surname or Registration No. of any Bowler in the Side, asRegistered with the RNSWBA, will be checked
with the offending Club by the Chairman of Zone 15 Match Committee. If any
error has been made, the offending Club is libel to a fine not exceeding fifty
($50.00) dollars plus GST for each offence.
(f)Any Substitute or
Replacement Player in Association Events shall be notified to the Zone 15 Match
Committee Chairman.
(g)Failure to comply
with these Conditions of Play may at the discretion of the Zone 15 Match
Committee, render the Club concerned liable to a Penalty/Fine not exceeding
fifty (50.00) dollars.
(h)Scoring during matches, it is requested that RINK SCORE BOARDS be kept up to date
every end.The Second and Skip to place
the score on the RINK SCORE BOARDS, each
alternate end.Side Managers are
requested to attend the MASTER SCORE
BOARD, every three (3) ends or less.
13.AWARDS:
(a)A maximum of
fifteen (15) lapel badges will be presented to the Winning and Runner up Sides
in all Grades 1 - 7. The Side Managers are not entitled to either a Winners or
Runner up Badge.
(b) Side Managers will be presented with a Zone 15 Mangers
Badge.
14.ZONE CHAMPIONSHIPS and PENNANT ENTRIES:
Entries MUST be accompanied with the Entry Fee/s, on or before the Closing
date, designated by the Zone Match Committee and forwarded to the Zone 15 Chairman
of Match by the due advertised date. Failure to enclose entry fees, or fees not
being received by the due date, will result, in the non acceptance of the entries.
15.POST SECTIONAL PLAY:
Grades 1, 2,3 and 4 Grades with two
Sections : Section winners in each grade shall play a knock out game to
determine the zone winner.

PENALTY:
In association competitions, Clubs or
Players not complying with Dress regulations with respect to attire may be disqualified
by the relevant Controlling Body.
4.24 Method of Scoring

Robin play:
In each match of round
robin play points shall be awarded as follows:

The winner of the Round
Robin Series of Matches shall be determined as follows:
(i)The Side scoring
the highest number of points shall be declared the winner
(ii)If two or more
sides are equal on points, the side with the largest difference between “total
shots for” and “total shots against” shall be the winner.
(iii)If there is
still a tie, the side with the lowest “total shots against” shall be the
winner.
(iv)If there is still a tie, the side winning the highest number
of ends over all games of the Round Robin shall be declared the winner.
Duties of the Controlling Body
for Pennants
•Ensuring
that Association Events are played in accordance with the RNSWBA Conditions of
Play
•Being present at all times during the match, plus for
a reasonable time before the start of play and after play finishes
•Advising players on their eligibility for pre-match
practice and the availability of rink space for that practice
• Ensuring that the rinks on which players are drawn to
play are announced not less than 20 minutes prior to the scheduled starting
time (Noting that for Pennants the rinks allocated for a Pennant Match should
be known not less than 1 hour before the start of play, as per COP 4.7B)
•Ensuring that an umpire has been appointed to
officiate for the matches being played.
•Deciding when to start play if the weather is doubtful
•Ensuring that the player’s attire is in accordance with
the RNSWBA By-Laws and Conditions of Play.
•Declaring the position of a constituted member in a
team to be vacant under conditions listed in DR4 (COP 2.27), and authorising an
eligible member to join that team as a replacement player.
•Authorise one team in a side to play one player short
if there is no eligible player or substitute available.
•If circumstances warrant it, extend the time allowed
for late arrivals.
•Award the match to the opponent if a player, team or
side fails to show or otherwise forfeits its match.
•Warn the player involved if he is causing damage to
the green, then if necessary ask him to retire from the green and take no
further part in the match (the umpire can also do this).
•Take action to have spectators refrain from disturbing,
advising or interfering with players.
•Receive from the umpire the set of bowls and the $150
deposit if there has been a challenge to a set of bowls, arranging to have the
confiscated bowls tested.
•Award the match to the opponent if advised by the
umpire that there has been an infringement of a law that requires a penalty.
•Deciding when to abandon play for the day because of
darkness, the conditions of the weather or any other valid reason.
•Ensuring that any necessary closing announcements are
made.
